Welcome to the Office of Campus Emergency Planning website.  Our offices are located within the Division of Public Safety and it is the intent of this website to provide assistance to University of Illinois Urbana - Champaign Campus with their emergency planning efforts.  We encourage all campus units, defined as any college, school, or department on the Urbana campus, to develop an “All Hazards” Emergency Operations plan to outline their initial unit response in the event of an emergency that disrupts their ability to continue normal operations. 

The need for such plans was clearly demonstrated during the unfortunate circumstances that swept over the gulf coast of the United States in the summer and fall of 2005.  The ability of a unit to recover, minimize damage, and resume normal operations is critically tied to the existence of appropriate unit emergency planning and preparedness guidelines.  Units should not solely rely on the anticipated support which would come from either the campus or the cities emergency response teams in the event of a local disaster.  In all cases, the ability of a unit to recover quickly and resume operations may be determined by what happens in the first few moments or hours of a disaster.

The most common threats facing UI Urbana campus units are weather related and for this geographic region that typically consists of wind (tornado), rain (flood), snow & ice.  The most significant threat we currently face, from the standpoint of its ability to disruption University operations, is a possible pandemic flu.  Even though the degree of probability may be low, the most serious threat for long term disruption of our University operations comes from a catastrophic event such as an earthquake.

The need for the campus to enhance its emergency planning and preparedness functions was brought about by changes in the national response structure following the events of 9/11/2001.  It is important for campus units to understand that although the Division of Public Safety carefully follows issues related to the potential for either international or domestic terrorism, the need for emergency planning and preparedness is directed at the more common threats which confront the campus each year.  These include fire, floods, ice, snow, tornadoes, utility outages, earthquakes, infectious disease, etc.  Many of these present a much greater threat (higher degree of probability) to the continuity of our campus operations than issues related to terrorism.
