The Office of Campus Emergency Planning is responsible for developing a comprehensive and coordinated approach to emergency preparedness and response on the Urbana Campus.  The purpose is to assure that the University is in compliance with national incident management protocols for emergency management when responding to campus emergencies, natural disasters, utility outages, or possible acts of domestic or international terrorism.  Coupled with this responsibility is the need to assure that the plans are practiced and understood at the unit level and that the campus takes such other reasonable precautions to establish a safe, secure environment for our students, faculty, staff, and visitors.  The office is currently engaged in developing unit-based emergency operations plans, reviewing existing plans, preparing incident specific response annexes to existing plans, working with interagency representatives in exercise planning, and developing a series of seminars for presentation to campus units related to emergency planning. 
The Office of Campus Emergency Planning (OCEP) was created April 1, 2005 to oversee the emergency preparedness and planning activities on the Urbana Campus.  As an entity that receives federal funds, the U of I Urbana Campus is required to be compliant with federal planning and preparedness guidelines in the event that a natural disaster, major industrial accident, or an act of domestic or international terrorism should strike the campus. 
Objectives for this office are:

Assure that the Campus Emergency Operations Committee incident command and management structure are in compliance with Homeland Security Presidential Directive (HSPD-5), dated 2/28/2003 and the National Incident Management System (NIMS). Visit the NIMS Online Web Site for more information.

Conduct training for administrators, faculty and staff as necessary.

Develop a comprehensive and coordinated campus approach to emergency preparedness to achieve uniformity of understanding and response among all campus units.  This includes the development of standardized Emergency Operations Plans tailored to meet department specific needs, evacuation planning, sheltering options, and the conducting of tabletop exercises & live drills.  OCEP will also assist various city and county agencies.

Work with coordinating emergency response and in the development of integrated operational plans for the activation of emergency response facilities. 

Develop additional campus protocols, policies, and response annexes to supplement the University’s Campus Emergency Operations Committee manual. Develop policies as necessary for the inclusion in the Campus Administrative Manual.

Encourage and foster the use of standards in new construction and remodeling which reduce the potential for crime while enhancing student, faculty, staff, and visitor safety.
